MEAL Officer – PATH Project

Reports to: PATH Project Manager (Technical support from National MEAL Coordinator)
Duty Base: Pursat Province, Cambodia
Employment Type: Full-time
Contract Duration: Two-year fixed-term contract (with a three-month probation period and the possibility of extension subject to project funding, performance, and organizational requirements).

 About ADRA Cambodia

The Adventist Development and Relief Agency (ADRA) Cambodia is implementing the Preventive Actions for Transformational Health (PATH) Project, funded through the Australian NGO Cooperation Program (ANCP). The project works closely with the Ministry of Health and local authorities to strengthen community-based prevention of non-communicable diseases (NCDs) through the Bridge to Better Health (B2B) approach, Risk Communication and Community Engagement (RCCE), and climate-smart nutrition home gardening.
ADRA Cambodia is seeking a qualified Cambodian national to join the PATH team as a MEAL Officer.


Job Purpose
The MEAL Officer will support the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) system for the PATH Project. The position will ensure timely collection, verification, analysis and reporting of project data to monitor progress, support learning, and meet donor reporting requirements.

Working closely with the Project Manager, Technical Field Officers, Community Mobilisers, Provincial Health Department, Operational Districts, Health Centres and Village Health Support Groups (VHSGs), the MEAL Officer will help ensure that project implementation is evidence-based and contributes to continuous improvement.


Key Responsibilities

  1. Monitoring
  • Implement the project Monitoring, Evaluation, Accountability and Learning (MEAL) plan.
  • Conduct routine field monitoring to verify implementation quality.
  • Collect, compile and verify project data from staff and partners.
  • Ensure data are complete, accurate and submitted on time.
  • Conduct routine data quality checks and field verification.
  • Maintain indicator tracking tables and beneficiary databases.
  • Monitor project progress against approved workplans and targets.

  1. Data Management
  • Manage project databases using LogAlto, KoboToolbox and Excel.
  • Support digital data collection and data cleaning.
  • Produce simple dashboards and summary reports.
  • Ensure confidentiality and secure management of project information.
  • Maintain organized electronic and hard-copy project records.

  1. Reporting
  • Prepare monthly, quarterly and annual monitoring reports.
  • Support donor reporting requirements.
  • Track project indicators and achievements.
  • Prepare tables, graphs and summaries for project reports.
  • Document success stories, case studies and lessons learned.
  • Prepare in draft the monthly, quarterly progressive reports and annual report both performance report upload in LogAlto and document report in narrative provided templated by ADRA- Australia.

  1. Learning and Accountability
  • Support reflection meetings and quarterly learning sessions.
  • Assist in documenting lessons learned and good practices.
  • Support beneficiary feedback and complaint mechanisms.
  • Promote accountability to communities throughout implementation.
  • Assist with baseline, endline and other project assessments as required.

  1. Capacity Building
  • Support project staff in using monitoring tools and data collection forms.
  • Train community volunteers and field staff on data collection procedures.
  • Provide technical support to ensure data quality.
  • Work closely with Provincial Health Departments, Operational Districts and Health Centres on project monitoring activities.

  1. Coordination
  • Participate in project planning and review meetings.
  • Coordinate monitoring visits with project staff.
  • Support donor visits, field monitoring missions and evaluations.
  • Perform other MEAL-related tasks assigned by the Project Manager.


Qualifications

Education
Bachelor’s Degree in one of the following:

  • Monitoring & Evaluation
  • Public Health
  • Statistics
  • Development Studies
  • Social Sciences
  • Epidemiology
  • Or another relevant discipline


Experience

  • Minimum 2 years of experience in monitoring and evaluation.
  • Experience working with NGOs or development projects.
  • Experience in community health, nutrition or NCD projects is an advantage.
  • Experience working with Provincial Health Departments, Operational Districts or Health Centres is desirable.
  • Experience with donor-funded projects is an asset.


Required Skills
Candidates should demonstrate:

  • Good understanding of MEAL principles.
  • Good analytical and problem-solving skills.
  • Experience using Microsoft Excel.
  • Experience using KoboToolbox or similar mobile data collection software.
  • Experience with LogAlto or willingness to learn.
  • Good report-writing skills.
  • Ability to conduct field monitoring independently.
  • Good interpersonal and facilitation skills.
  • Ability to work under deadlines.
  • Willingness to travel regularly within Pursat Province.


Language

  • Excellent Khmer (spoken and written)
  • Good English (spoken and written)


Desirable
Preference will be given to candidates with experience in one or more of the following:

  • Non-Communicable Diseases (NCDs)
  • Public Health
  • Nutrition
  • Community Mobilization
  • Behavior Change Communication
  • RCCE
  • Gender Equality, Disability and Social Inclusion (GEDSI)
