CoLMEAL Led Empowerment Action for Resilience (CLEAR) Project Launch
July 3, 2023, Kompong Thom province, Cambodia – ADRA is pleased to announce the official launch of CoLMEAL Led Empowerment Action for Resilience (CLEAR) Project which is funded by Adventist Development and Relief Agency (ADRA) Czech Republic with support from the Czech Development Agency. With the total funds of USD 24,102, CLEAR will be implemented in Kompong Thom province of Cambodia from May 1, 2023 to December 31, 2023.
The objectives of the project are to A) build local Community capacity and structures to use local data to define, monitor, and adapt actions towards positive change and B) design, implement, and monitor local community development action plans in a participatory values-based manner. As part of ADRA Cambodia’s TOGETHER Sexual Reproductive Health and Rights project in the central-north of Cambodia, ADRA’s team has been developing its capacity to engage the local communities and governments through the Community-Led Monitoring, Evaluation, Accountability & Learning (CoLMEAL) methodology and process. This process seeks for sustainable change through transformation in the way local community decisions and norms are changed. Through the CLEAR project ADRA Cambodia seeks to expand utilization of this methodology in remote areas of the Santuk District of the Kompong Thom province.
Specifically, the project will focus on the Boeung Lvea Commune which has 7 villages including newly developed villages in remote areas which have limited administrative experience and cohesiveness and face many developmental challenges with a very mobile and less unified population. The Boeung Lvea Commune has approximately 10,000 community members within 2,000 households and is primarily an agriculture based economic area which has more plantation-based farming integrated with more traditional rice production in flooded areas.
