Job Title: Community Mobilizer/Facilitator
Location: Thalaborivat District, Stung Treng Province (with occasional travel to Preah Vihear Province)
Position Type: Full-time – Cambodian nationals only

The Adventist Development and Relief Agency (ADRA) Cambodia is seeking a qualified Community Mobilizer/Facilitator to join the STRONGER Project team.

The STRONGER Project works to promote the rights of adolescent girls and women (AGW) to live free from gender-based violence (GBV), including child, early, and forced marriage (CEFM), in Cambodia, Kenya, and the Philippines. The project focuses on three key outcomes:

  1. Increased use of quality GBV-focused health services among AGW.
  2. Strengthened agency in community-led rights protection for AGW affected by or at risk of GBV, including CEFM.
  3. Strengthened governance and coordination of health system responses to GBV (including CEFM).

Key Responsibilities

  • Organize logistics for training sessions, community meetings, campaigns, outreach, and promotional events.
  • Coordinate and maintain strong working relationships with local authorities and stakeholders.
  • Support the establishment and capacity building of Community Management Committees (CMC) and Community MEAL Committees (CMEALC).
  • Mobilize community members and facilitate field activities, campaigns, and awareness events.
  • Provide coaching and support to local partners (VHSG, CCWC, Commune Police, Health Centre staff).
  • Assist the CoLMEAL Specialist in training and mentoring CMC and CMEALC for effective implementation of Community Action Grants and monitoring processes.
  • Collect, manage, and report accurate field data.
  • Contribute to advocacy and awareness-raising on SRHR, GBV prevention, and community-based monitoring.
  • Gather and document impact stories from project communities.


Required Qualifications and Experience

  • Minimum 2 years’ experience in community mobilization and development project work.
  • Experience working with local authorities, community-based committees, or NGOs.
  • Strong communication, facilitation, and interpersonal skills.
  • Willingness to live in and frequently travel to project sites.
  • Knowledge of sexual and reproductive health and rights (SRHR), GBV prevention, or community-based monitoring is an advantage.
  • Proficiency in Microsoft Word and Excel.
  • English language skills (speaking and writing) preferred.
