MEAL Officer<\/strong><\/p>\n

Reports To:<\/strong> Senior Project Manager
Location:<\/strong> Based in Preah Vihear Province with travel to field sites

Job Summary:<\/strong><\/p>\n

The MEAL Officer is responsible for leading monitoring, evaluation, accountability, and learning (MEAL) efforts across all project streams. The role ensures that data-driven decision-making informs program adaptation and learning, aligning MEAL frameworks with project objectives and donor requirements. The MEAL Officer will design and implement stream-specific MEAL tools, support data collection, ensure disaggregated analysis, and facilitate knowledge-sharing for continuous improvement. The role also involves technical support to CoLMEAL Specialist, Health System Strengthening Specialist and Gender Officer ensuring the effective utilization of MEAL data to track impact and guide strategy.<\/p>\n

Key Responsibilities:<\/strong>\u00a0<\/strong><\/p>\n

    \n
  1. MEAL System Development & Implementation<\/strong><\/li>\n<\/ol>\n
      \n
    • Provide\u00a0monitoring, evaluation, accountability, and learning (MEAL) support\u00a0across all project streams (SRHR & SGBV Services, Inclusive Health & Nutrition, and Community-Led Advocacy).<\/li>\n
    • Design\u00a0stream-specific MEAL tools\u00a0to assess project impact based on the\u00a0Logic Model outcomes.<\/li>\n
    • Ensure\u00a0disaggregated data collection\u00a0(by gender, disability, and location) to\u00a0track impact on target populations.<\/li>\n
    • Oversee\u00a0alignment of MEAL frameworks\u00a0with project objectives, government priorities, and donor expectations.<\/li>\n<\/ul>\n
        \n
      1. Data Utilization & Technical Support<\/strong><\/li>\n<\/ol>\n
          \n
        • Provide\u00a0technical support\u00a0to\u00a0CoLMEAL Specialist and Health System Strengthening and Gender Officer in data utilization for evidence-based decision-making.<\/li>\n
        • Support teams in\u00a0analyzing data and generating actionable insights\u00a0for program adaptation and advocacy.<\/li>\n
        • Work closely with the Ministry of Health (MoH) officer responsible for the Health Information System (HIS) to ensure integration of MEAL data into national systems.<\/li>\n<\/ul>\n
            \n
          1. Learning & Knowledge Sharing<\/strong><\/li>\n<\/ol>\n
              \n
            • Facilitate\u00a0learning and knowledge-sharing sessions\u00a0to integrate MEAL findings into program improvement.<\/li>\n
            • Coordinate\u00a0data-sharing workshops and learning exchanges\u00a0between different project streams.<\/li>\n
            • Develop\u00a0visual dashboards, reports, and presentations\u00a0to support internal decision-making and stakeholder engagement.<\/li>\n<\/ul>\n
                \n
              1. Reporting & Compliance<\/strong><\/li>\n<\/ol>\n
                  \n
                • Compile and submit\u00a0comprehensive progress reports\u00a0to donors, government stakeholders, and internal teams.<\/li>\n
                • Ensure\u00a0high-quality reporting, accuracy, and compliance with donor and internal MEAL requirements.<\/li>\n<\/ul>\n
                    \n
                  1. Education & Experience:<\/strong><\/li>\n<\/ol>\n
                      \n
                    • Bachelor\u2019s degree\u00a0in Monitoring & Evaluation, Statistics, Social Sciences, Public Health, or a related field (Master\u2019s degree preferred).<\/li>\n
                    • 3\u20135 years of experience\u00a0in MEAL roles within development or health-related projects.<\/li>\n
                    • Experience designing and implementing\u00a0M&E frameworks and data collection tools.<\/li>\n
                    • Experience working with\u00a0government agencies, NGOs, and community-led initiatives.<\/li>\n
                    • Knowledge of GBV, SRHR, Mental Health and HMIS is a plus<\/li>\n<\/ul>\n
                        \n
                      1. Technical Skills:<\/strong><\/li>\n<\/ol>\n
                          \n
                        • Expertise in designing and implementing MEAL frameworks.<\/li>\n
                        • Proficiency in\u00a0SPSS, Stata, LogAlto Excel, or other data analysis tools.<\/li>\n
                        • Ability to develop\u00a0dashboards, reports, and presentations\u00a0for multiple audiences.<\/li>\n
                        • Experience\u00a0training project teams and stakeholders\u00a0in MEAL methodologies.<\/li>\n
                        • Ability to work across health, gender, and community development sectors.<\/li>\n
                        • Proficiency in Khmer and English (both written and verbal).<\/li>\n<\/ul>\n
