- Senior Project Manager

Job Summary:
The Senior Project Manager will oversee the implementation of the STRONGER project, ensuring it meets objectives related to health systems strengthening, gender equality, and community-led development. The role includes strategic leadership, stakeholder coordination, and team management, focusing on integrating data-driven, inclusive, and rights-based approaches in the project’s implementation.
Key Responsibilities:
Project Leadership & Management
- Provide overall leadership and strategic direction for the STRONGER project team, ensuring alignment with the project’s ultimate goal of enhancing equal enjoyment of SRHR for adolescent girls and women, particularly those affected by GBV and disabilities.
- Develop and execute work plans in collaboration with partners, government agencies, and stakeholders to ensure effective implementation.
- Lead the planning, implementation, and monitoring of project activities across target provinces (Preah Vihea and Stung Treng) and ensuring the
- Ensure alignment of project activities with MoH strategies and policies, including strengthening community health systems and responding to GBV in Adolescents and Women, especially those with limited access to public health services.
- Oversee budget management and ensure efficient allocation of resources and comply with ADRA Cambodia policy and Donor guideline.
- Provide leadership to the project team to direct them for day-to-day project activities implementation include problem solving.
- Provide regular updates and reports to the Program Coordinator, Program lead and donor. Ensure accurate and timely reporting to donors, highlighting achievements, challenges, and lessons learned.
Stakeholder Coordination
- Establish and maintain partnerships with local government units which include Provincial Health Department, Women Affair, Police at provincial level and their lines department down to community level.
- Coordinate with technical partners, including Local NGOs, Health System Strengthening Consultant for capacity building and resource mobilization.
- Represent the project at regional, national, and international forums.
Team Management & Capacity Building
- Supervise and support project staff, including MEL specialists, health system coordinators, and field officers.
- Facilitate joint capacity-sharing sessions between project teams and stakeholders.
- Promote a culture of learning, innovation, and continuous improvement within the team.
- Facilitate regular team meetings to ensure activities with project goals are aligned and well implemented.
Monitoring, Evaluation, and Learning (MEL)
- Work closely with the MEL team to ensure effective data collection, analysis, and use in decision-making.
- Integrate Gender and Age Responsive (GAR) data into project evaluations.
- Ensure that lessons learned are documented and shared across project teams and stakeholders.
- Progress report writing (Monthly, Semi-Annually and Annually)
Risk Management
- Assess, identify, and mitigate project risks, including those related to security, climate disruptions, and community engagement. Lead risk assessment processes and implement mitigation strategies to proactively address challenges. Manage and resolve risks or challenges impacting project implementation promptly and effectively, ensuring minimal disruption to project outcomes.
- Ensure compliance with donor guidelines and organizational policies.
Qualifications:
- Education: Master’s degree in Public Health, International Development, Social Work or related field.
- Experience:
- Minimum of 7 years of experience managing large-scale, multi-sectoral development projects, preferably in health and/ SGBV sectors.
- Proven ability to manage teams, budgets, and stakeholders.
- Strong understanding of Cambodia’s health and governance systems.

- Assistant Project Manager / MEL Specialist

Job Summary:
The Assistant Project Manager / MEL Specialist supports the effective implementation and management of the STRONGER project, combining project management support with expertise in Monitoring, Evaluation, and Learning (MEL). This role ensures well-structured and effective MEL frameworks and processes are in place to inform decision-making and improve project outcomes, with a specific focus on health system strengthening, gender equality, and community engagement.
Key Responsibilities:
Project Support & Coordination
- Support the Senior Project Manager in planning and executing project activities, ensuring they align with and effectively meet project objectives.
- Ensure timely communication and effective coordination between project teams and stakeholders, including government, partners, and community leaders.
- Contribute to creating and maintaining project documentation, including work plans, reports, field documentation, and stakeholder presentations, ensuring all aspects of the project are thoroughly documented and accessible.
Monitoring & Evaluation (M&E)
- Develop and implement comprehensive MEL frameworks aligned with the project’s logical model and performance measurement framework (PMF).
- Collect, manage, and analyze quantitative and qualitative data from field activities disaggregated by sex, age and disability.
- Ensure the development and integration of gender-sensitive and inclusive data collection tools.
- Prepare progress reports, highlighting key findings, challenges, and recommendations for improvement, following the format and requirements specified by the donor.
- Monitor program adherence to gender equality commitments and donor requirements.
- Collaborate with multi-sector partners to facilitate the exchange of data related to the health system and SGBV (Sexual and Gender-Based Violence), ensuring effective integration and utilization of shared information.
- Advocate for data derived from the Col MEAL approach to seek support from multiple sectors for an action plan that addresses priorities which aligned with the government priorities.
- Work closely with the Ministry of Health (MoH) officer who is in charge of the HIS incorporation to incorporate data into the Health Information system.
Capacity Building
- Provide training and technical support to field staff and enumerators on MEL processes, data collection methods, and reporting standards, ensuring accuracy, ethical compliance and data reliability
Provide training to project staff on gender-sensitive MEAL practices and methodologies.
- Collaborate with project consultants to provide Col MEAL training and coaching to empower the local HCMC (Health and Community Management Committee) to be able to adopt and implement the approach effectively.
- Facilitate reflection and learning sessions to evaluate project progress, identify achievements, and document lessons learned for continuous improvement and informed decision-making.
Data Utilization Reporting and Learning
- Collaborate with project staff to ensure data is effectively used to inform decisions, guide project adjustments, and drive strategic improvements.
- Develop visual dashboards and presentations to support internal use and enhance stakeholder engagement.
- Support the Senior Project Manager in preparing high-quality donor reports, presentations and success stories to showcase project impact.
- Contribute to organizational learning by documenting best practices in gender-sensitive MEAL approaches.
Qualifications:
- Education: Bachelor’s degree in Public Health, Social Sciences, Statistics, or a related field (Master’s degree preferred).
- Experience:
- At least 3-5 years of experience in monitoring, evaluation, and learning within development or health projects.
- Demonstrated experience in designing and implementing M&E frameworks and data collection tools.
- Proficiency in data collection, management, and analysis using software such as SPSS, Stata, or Excel.
- Skills:
- Strong analytical and problem-solving skills to derive actionable insights from complex data
- Excellent written and verbal communication skills for both in Khmer and English.
- Proficiency in developing M&E tools and frameworks.
- Proficiency in creating visual dashboards and presenting data effectively to diverse audiences.
- Community Health System Officer (MEL Data Collection)

Job Summary
The Community Health System Officer (MEL Data Collection) is responsible for supporting the Monitoring, Evaluation, and Learning (MEL) processes in the STRONGER project. This role ensures the effective collection, management, and utilization of data from community health systems to inform decision-making and track progress towards project outcomes, particularly in sexual and reproductive health rights (SRHR) and gender-based violence (GBV) initiatives.
Key Responsibilities
Data Collection and Management

- Lead the collection of quantitative and qualitative data on health outcomes, with a specific focus on GBV and SRHR, from community health systems using standardized tools and methods.
- Ensure disaggregated data collection by sex, age, disability, and other relevant demographics.
- Ensure data collection aligns with Col MEAL (Community-Led Monitoring, Evaluation, Accountability, and Learning) principles and project objectives.
- Collaborate with Village Health Support Groups (VHSGs) and community health workers to gather accurate and timely data.
Monitoring and Evaluation Support

- Conduct field visits to monitor the quality of data collection and adherence to protocols, offering guidance and support where necessary.
- Assist in analyzing community-level data to identify trends, gaps, and areas for improvement, contributing to informed decision-making and necessary implementation adjustments.
- Support the development of performance reports and dashboards for internal and external stakeholders.
- Assess the effectiveness of interventions in addressing gender inequalities.
Capacity Building

Qualifications
Education: Bachelor’s degree in Public Health, Statistics, Social Sciences, or a related field.
Experience
- At least 3 years of experience in data collection, management, and analysis in development or health projects.
- Familiarity with participatory MEL frameworks, including Col MEAL, is preferred.
Skills
- Proficiency in data collection tools and software (e.g., Kobo Toolbox, Excel, SPSS, or other statistical tools).
- Strong analytical and problem-solving abilities.

- GBV (Gender-Based Violence) / Mental Health Specialist

Job Summary
The GBV/Mental Health Specialist is a key team member in the STRONGER project, responsible for integrating gender-based violence (GBV) prevention and responses, and mental health and psychosocial support (MHPSS) services into community health systems. This role focuses on integrating of gender equality and social inclusion (GESI), addressing sexual reproductive health and rights (SRHR) and the psychosocial needs of vulnerable populations, particularly women, girls, and survivors of GBV, in strategic program design and implementation, capacity building of project staff and local partners, case management, and advocacy to influence health policies and practices.
Key Responsibilities
Program Development and Implementation
- Design and implement strategies for SRHR priorities, GBV prevention and response, aligned with the project’s objectives, ensuring they are consistent with best practices or standards and inclusion of people disabilities, ethnicities, and socio-economic backgrounds.
- Integrate inclusive SRHR and MHPSS into community health frameworks, ensuring accessibility for marginalized and vulnerable groups, women and girls, persons with disabilities, and ethnic minorities.
- Provide technical guidance and support to project staff, partners, and stakeholders on SRHR priorities, GBV and mental health programming.
- Design and deliver GBV prevention and response programs, ensuring alignment with international standards and guidelines.
- Co-lead the development, implementation and reporting of the project Gender Equality Strategy, ensuring alignment with the overall project goal, donor’s gender policy and local SRHR and GBV priorities.
- Co-led gender assessments/analyses and integrate gender-transformative SRHR priorities and GBV measures into planning, budgeting, and learning, ensuring representation of community voices, including vulnerable groups, women, men, and local religious leaders.
Capacity Building and Training
- Develop training materials and guidelines to ensure effective delivery of SRHR needs, MHPSS and GBV support services that are sensitive to cultural and gender-specific needs.
- Conduct training sessions for health center staff, private providers, and referral hospital personnel on psychosocial counseling with a focus on gender transformative and inclusive SRHR and GBV.
- Deliver training on GBV/Mental Health First Aid and Basic Counseling Skills for police and Commune Committees for Women and Children (CCWC).
- Provide field-based coaching and mentoring to improve SRHR services, GBV prevention and responses, inclusive counseling skills and GESI concepts among staff and partners.
- Facilitate ongoing support through workplace visits and virtual mentoring (e.g., Telegram groups).
- Promote awareness campaigns to reduce the stigma associated with GBV and mental health issues.
Case Management and Referral Systems
- Conduct risk assessments and develop safety plans with survivors.
- Assess Ministry of Health (MOH) outreach services for GBV and counseling needs to identify gaps and areas for improvement.
- Orient Village Health Support Group (VHSG) members and village leaders on SRHR/GBV monitoring and referral responsibilities.
- Establish and strengthen referral pathways to ensure survivors have access to healthcare, legal, and psychosocial services.
- Monitor and evaluate the effectiveness and responsiveness of case management and referral systems ensuring that they are survivor-center and maintaining high confidentiality.
- Develop targeted recommendations for strengthening these services to ensure comprehensive support and effective referrals for survivors.
Advocacy and Awareness
- Advocate for the development and implementation of policies and programs that incorporate GESI and prioritize SRHR, GBV prevention and responses and mental health services in target communities.
- Raise awareness at the community level about GBV prevention, mental health, and the availability of support services.
- Conduct gender-transformative village-level campaigns and outreach to promote services available at health centers, schools, police, and private GBV help center , as well as referral systems.
- Represent the organization in relevant working groups, networks, and coordination meetings.
Monitoring and evaluation
- Develop tools and indicators to monitor and evaluate GBV and mental health programs.
- Collect and analyze data to assess the impact of interventions and identify areas for improvement.
- Prepare regular reports for internal and external stakeholders, ensuring accountability and transparency.
Qualifications
Education:
- Bachelor’s degree in Psychology, Social Work, Gender Studies, or a related field.
Experience:
- At least 5 years of experience in SRHR, GBV prevention and responses, mental health programming in humanitarian or development settings.
- Proven experience working with survivors of GBV and providing psychosocial support services.
Skills:
- Strong skills in inclusive counseling, case management, and facilitation skills.
- Knowledge of international standards and best practices for effective delivery of SRHR service, GBV prevention and responses, and MHPSS services such as the Inter-Agency Standing Committee (IASC) Guidelines for GBV and MHPSS in emergencies.
- Excellent interpersonal skills, including proficiency in English and Khmer and Microsoft Office package, and communication abilities for engaging with diverse stakeholders.
- Ability to design and implement community-based interventions and build referral networks
