The Adventist Development and Relief Agency (ADRA) Cambodia is looking for Cambodian national to fill the positions of the Assistant Project Manager, MEAL Officer, Finance/Admin Officer, Gender Based Violence Specialist, CoLMEAL Specialist, Health System Strengthening Specialist to fill in the positions for STRONGER Project.  The STRONGER Project (Stronger, Resilient Health Systems for SRHR) is a 7-year initiative led in collaboration with Salanga, HealthBridge, and ADRA country offices. In Cambodia, the project operates in Preah Vihear and Stung Treng provinces, aiming to improve access to sexual and reproductive health rights (SRHR) for adolescent girls and women (AGW), particularly those affected by gender-based violence (GBV) and disabilities in indigenous, remote, resettlement, and urban poor areas (IRRUA). Key objectives include enhancing the quality and inclusivity of SRHR services, increasing awareness of available healthcare, and strengthening community-led advocacy for better policies and protections. Activities involve capacity-building for healthcare workers, gender-sensitive counseling training, community decision-making using the CoLMEAL approach, and addressing data collection gaps for evidence-based policy advocacy. Given the additional risks posed by climate change, political instability, and public health crises, the project also integrates risk-mitigation strategies to ensure the continuity of essential SRHR and GBV-related services. To ensure long-term sustainability, STRONGER focuses on inclusive governance, empowering local leaders, women’s organizations, and policymakers with the necessary skills and data to advocate for gender-responsive health policies. It will also establish SRHR community hubs, launch awareness campaigns via digital and in-person platforms, and improve health system coordination through national and regional dialogues. Through service delivery improvements, data management, and multi-sectoral collaboration, the project aims to create a resilient and responsive healthcare system, ensuring that adolescent girls and women, especially those affected by GBV and disabilities, can fully access and exercise their health rights, even in times of crisis.
 

Assistant Project Manager

Position Title: Assistant Project Manager
Reports To: Senior Project Manager
Location: Based in PVH with travel to field sites

Job Summary:

The Assistant Project Manager supports the Senior Project Manager in coordinating and executing the TOGETHER Project across three streams: enhancing access to gender-responsive SRHR and SGBV services, strengthening inclusive health and nutrition services, and increasing community-led advocacy for SRHR policies. This role ensures effective cross-stream integration, monitors progress, facilitates capacity building, and strengthens stakeholder collaboration to improve service delivery and advocacy efforts for marginalized groups.

Key Responsibilities:

  1. Project Support & Coordination
  • Oversee the implementation of all three project streams (SRHR & SGBV Services, Inclusive Health & Nutrition, and Community-Led Advocacy), ensuring activities are executed in line with project objectives and donor requirements.
  • Monitor project progress, key performance indicators (KPIs), and deliverables, identifying challenges and leading discussions with technical teams to address implementation gaps.
  • Facilitate coordination and communication between technical teams, ensuring cross-stream collaboration between SGBV/SRHR service providers, CoLMEAL teams, and grassroots advocacy groups.
  • Work with project teams to develop short-term implementation plans, refining strategies to ensure activities meet the evolving needs of target communities.
  • Ensure all project documentation (work plans, field reports, stakeholder updates, and lessons learned) are well-organized and accessible.
  1. Capacity Building & Learning
  • Support the development of training and coaching sessions for project staff, government partners, and grassroots organizations to strengthen their ability to implement SRHR, GBV, and community-led monitoring approaches.
  • Work closely with the CoLMEAL Specialist to support training efforts on community-led monitoring, evaluation, accountability, and learning (CoLMEAL).
  • Collaborate with health system stakeholders to train duty-bearers, caregivers, and educators on delivering gender-sensitive, inclusive health and nutrition services.
  • Lead reflection and learning sessions, documenting best practices and lessons learned for program adaptation and decision-making.
  1. Data Utilization, Reporting & Learning
  • Collaborate with the MEAL Officer to ensure that SRHR, SGBV, and CoLMEAL-related data is effectively analyzed and used to inform decision-making and improve service delivery.
  • Develop visual dashboards, reports, and presentations to support internal learning and enhance stakeholder engagement.
  • Support the Senior Project Manager in preparing donor reports, success stories, and impact presentations to showcase project achievements.
  • Advocate for CoLMEAL data integration into multi-sector planning and national reporting systems, aligning community priorities with government SRHR policies.
  • Work closely with the Ministry of Health (MoH) officer responsible for the Health Information System (HIS) to integrate CoLMEAL data into health system planning and decision-making.
  1. Financial Oversight & Quality Assurance
  • Monitor project timelines, budgets, and quality standards, ensuring implementation remains on track.
  • Work with the Finance/Admin Assistant to track expenditures, ensuring financial accountability and compliance with donor regulations.
  • Identify and resolve project implementation bottlenecks, collaborating with technical teams to adapt project strategies as needed.

Education & Experience:

  • Bachelor’s degree in Public Health, Social Sciences, Development Studies, or a related field.
  • At least 5 years of experience in project management, preferably in multi-sectoral programs focused on SRHR, SGBV, MEAL, and Health System Strengthening.
  • Experience working with government agencies, multi-sector stakeholders, and community-based organizations.

Technical Skills:

  • Experience managing multi-sectoral project streams, ensuring cross-team collaboration
  • Strong ability to track progress, use data-driven decision-making, and ensure program adaptation based on CoLMEAL findings.
  • Ability to facilitate partnerships with government, NGOs, and grassroots organisations.

MEAL Officer

Position Title: MEAL Officer

Job Summary:

The MEAL Officer is responsible for leading monitoring, evaluation, accountability, and learning (MEAL) efforts across all project streams. The role ensures that data-driven decision-making informs program adaptation and learning, aligning MEAL frameworks with project objectives and donor requirements. The MEAL Officer will design and implement stream-specific MEAL tools, support data collection, ensure disaggregated analysis, and facilitate knowledge-sharing for continuous improvement. The role also involves technical support to CoLMEAL Officers and Health System Officers, ensuring the effective utilization of MEAL data to track impact and guide strategy.

Key Responsibilities:

  1. MEAL System Development & Implementation
  • Provide monitoring, evaluation, accountability, and learning (MEAL) support across all project streams (SRHR & SGBV Services, Inclusive Health & Nutrition, and Community-Led Advocacy).

Technical Skills:

The Finance/Admin Officer is responsible for ensuring accurate financial tracking, compliance, and administrative support for the TOGETHER Project. The role involves managing project budgets, financial reporting, procurement, and HR compliance while ensuring effective office logistics and administrative coordination. The officer will support audits, donor financial compliance, and logistics, ensuring smooth operational management of the project.

  • Assist in financial tracking and reporting to ensure project expenditures align with approved budgets.

Gender Based Violence Specialist

Position Title: Gender Based Violence Specialist
Reports To: Assistant Project Manager
Location: Based in PVH with travel to field sites

Job Summary:

The GBV Specialist is a key team member in the STRONGER project, responsible for integrating gender-based violence (GBV) prevention and responses, and mental health and psychosocial support (MHPSS) services into community health systems. This role focuses on integrating of gender equality and social inclusion (GESI), addressing sexual reproductive health and rights (SRHR) and the psychosocial needs of vulnerable populations, particularly women, girls, and survivors of GBV, in strategic program design and implementation, capacity building of project staff and local partners, case management, and advocacy to influence health policies and practices.

The GBV Specialist is responsible for leading the implementation, and oversight of all GBV-related activities under the SRHR & SGBV Services stream. The role ensures effective capacity building, outreach, psychosocial support, and survivor-centered GBV care in health facilities and communities. The GBV Specialist collaborates with other specialists, the CoLMEAL team, and stakeholders to ensure GBV prevention and response services are well-integrated into community action plans and health policies. Additionally, the GBV Specialist will work closely with the local NGO to fill in the mental health activity, ensuring their activities align with project objectives and contribute to comprehensive GBV service delivery.

Key Responsibilities:

  1. Program Development and Implementation
  • Design and implement strategies for SRHR priorities, GBV prevention and response, aligned with the project’s objectives, ensuring they are consistent with best practices or standards and inclusion of people disabilities, ethnicities, and socio-economic backgrounds.
  • Integrate inclusive SRHR and MHPSS into community health frameworks, ensuring accessibility for marginalized and vulnerable groups, women and girls, persons with disabilities, and ethnic minorities.
  • Provide technical guidance and support to project staff, partners, and stakeholders on SRHR priorities, GBV and mental health programming.
  • Design and deliver GBV prevention and response programs, ensuring alignment with international standards and guidelines.
  • Co-lead the development, implementation and reporting of the project Gender Equality Strategy, ensuring alignment with the overall project goal, donor’s gender policy and local SRHR and GBV priorities.
  • Co-led gender assessments/analyses and integrate gender-transformative SRHR priorities and GBV measures into planning, budgeting, and learning, ensuring representation of community voices, including vulnerable groups, women, men, and local religious leaders.

 

  1. Capacity Building and Training
  • Develop training materials and guidelines to ensure effective delivery of SRHR needs, MHPSS and GBV support services that are sensitive to cultural and gender-specific needs.
  • Conduct training sessions for health center staff, private providers, and referral hospital personnel on psychosocial counseling with a focus on gender transformative and inclusive SRHR and GBV.
  • Deliver training on GBV/Mental Health First Aid and Basic Counseling Skills for police and Commune Committees for Women and Children (CCWC).
  • Provide field-based coaching and mentoring to improve SRHR services, GBV prevention and responses, inclusive counseling skills and GESI concepts among staff and partners.
  • Facilitate ongoing support through workplace visits and virtual mentoring (e.g., Telegram groups).
  • Promote awareness campaigns to reduce the stigma associated with GBV and mental health issues.

 

  1. Case Management and Referral Systems
  • Conduct risk assessments and develop safety plans with survivors.
  • Assess Ministry of Health (MOH) outreach services for GBV and counseling needs to identify gaps and areas for improvement.
  • Orient Village Health Support Group (VHSG) members and village leaders on SRHR/GBV monitoring and referral responsibilities.
  • Establish and strengthen referral pathways to ensure survivors have access to healthcare, legal, and psychosocial services.
  • Monitor and evaluate the effectiveness and responsiveness of case management and referral systems ensuring that they are survivor-centred and maintaining high confidentiality.
  • Develop targeted recommendations for strengthening these services to ensure comprehensive support and effective referrals for survivors.

 

  1. Advocacy and Awareness
  • Advocate for the development and implementation of policies and programs that incorporate GESI and prioritize SRHR, GBV prevention and responses and mental health services in target communities.
  • Raise awareness at the community level about GBV prevention, mental health, and the availability of support services.
  • Conduct gender-transformative village-level campaigns and outreach to promote services available at health centers, schools, police, and private GBV help centers, as well as referral systems.
  • Represent the organization in relevant working groups, networks, and coordination meetings.

 

  1. Monitoring and evaluation
  • Develop tools and indicators to monitor and evaluate GBV and mental health programs.
  • Collect and analyze data to assess the impact of interventions and identify areas for improvement.

The CoLMEAL Specialist is responsible for leading community-led monitoring, evaluation, accountability, and learning (CoLMEAL) activities under the Community-Led SRHR Advocacy & Participation stream. This role ensures the development and implementation of CoLMEAL strategies, strengthens community participation in decision-making, and builds capacity among adolescent girls and women (AGW) and grassroots organizations. The CoLMEAL Specialist oversees the establishment of CoLMEAL hubs, trains communities on data collection and advocacy techniques, and supervises community action grants to enhance transparency and accountability in SRHR and GBV programming.

Job Summary:

The Health System Strengthening Specialist is responsible for leading efforts to improve health system resilience and governance under the Health System Strengthening stream. The role focuses on integrating SRHR and GBV services into health systems, conducting joint data gap assessments, and building multi-sectoral collaboration to ensure gender-responsive, inclusive, and decentralized service delivery. The Specialist also facilitates capacity-building workshops for duty bearers, supervises the development of SRHR and GBV service strategies, and ensures cross-sector coordination for sustainable health system resilience.

Key Responsibilities:

  1. Health System Strengthening & Service Integration
  • Supervise and lead activities under the Health System Strengthening activity of the project, ensuring integration of SRHR and GBV services.
  • Lead efforts to strengthen health systems for gender-responsive and disability-inclusive SRHR and GBV service integration.
  • Oversee the development of decentralized service delivery strategies, ensuring equitable access for marginalized populations.
  1. Data-Driven Policy & Service Improvement
  • Conduct joint assessments of data gaps in SRHR/GBV service delivery to inform system improvements.
  • Work with the CoLMEAL team to strengthen data collection, monitoring, and reporting frameworks.
