The Adventist Development and Relief Agency (ADRA) Cambodia is looking for Cambodian national(s) to fill the positions of Gender Officer and Midwifery Officer based in Kampong Thom, Preah Vihear and Steung Treng provinces with the project.

TOGETHER is a multi-sectoral project which aims to increase the enjoyment of health-related rights for the most vulnerable children, adolescent girls and boys, and women and men in Cambodia, Kenya, the Philippines and Uganda., especially those with intersecting vulnerabilities in indigenous, remote or resettlement settings. The project will empower individuals and communities to advocate for better sexual and reproductive health services and policies, and will educate and encourage young people to engage with their communities and their governments to make their voices heard. The project seeks to strengthen local health systems, working closely with local authorities and health facilities to improve health worker capacity and service coverage, particularly for adolescents and youth.

Midwife Officer: The persons appointed will promote cooperation between health center midwives and traditional birth attendants, with the active participation of commune councils, to improve reproductive, maternal and newborn health and nutrition. The person will be based initially in Rovieng district, Preah Vihear province but will be expected to work in health centers, health posts and other locations including villages throughout the project area, to travel by motorbike on bad roads and to stay overnight at health facilities and villages. The person will report to the ADRA Health System Strengthening Specialist and will receive training and technical support from external Health System Strengthening Coordination Consultants.

Gender Officer: The person appointed will promote cooperation between each sector both ADRA Cambodia and government, to improve gender equality. The person will be based initially in Rovieng district, Preah Vihear province but expected to travel throughout the project area, by motorbike on bad roads and to stay overnight in the community as needed.

The person appointed will report to the TOGETHER project, APM/Gender &Learning and will receive training and technical support from ADRA Cambodia and ADRA Canada.

Major Responsibilities 

Gender Officer:

Project Planning/Project Design: Conduct/co-leads gender analyses and related assessments; Supports the project design, implementation & activity planning including identification of gender risks and mitigation measures, as well as development of the project gender equality strategy; and Co-leads and/or leads gender equality capacity assessments, and corresponding training and development of project staff and partners including on gender analysis, gender mainstreaming, gender responsive facilitation, GBV, SRHR, male engagement and other gender related topics. 

Project Implementation: Promote gender transformative approaches and best practices in the project including with regards to women’s empowerment, engagement of men & boys, gender-based violence prevention and response, and sexual and reproductive health and rights; Provide direct and ongoing technical support to the local Project Manager, sector specialists, and partners on implementation of the project activities and corresponding gender equality strategy to ensure the strategy is fully integrated in the project; Support CoLMEAL and the reviews field-based small grants proposals and Attend/lead regular project gender equality meetings in order to promote best practices, share lessons learned, and opportunities for advancing gender transformative agenda. 

Monitoring & Evaluation: Support/Conduct project field-based monitoring and evaluation of progress on gender equality results and compliance and Review and assists in drafting project mid-term, annual, survey and evaluation reports to capture gender equality results, gaps/opportunities for strategy changes and identifies, risks and mitigation measures, successes and lessons learned for better gender integration practices. 

Organizational Support: Support ADRA Cambodia as an organization in the development of gender equality and policy and procedures; Review and contribute to the project communications including publications, reports, web posts/blogs, etc. to ensure gender sensitivity and ethics and to emphasize ADRA Cambodia’s work in gender equality;  Represent ADRA Cambodia and participate in project events such as project coordination committees, donor meetings, sectoral groups, etc., and Participate in gender equality working groups and communities of practice.

 

Midwife Officer:

Project Implementation: Conduct Gender responsive training for HC staff, CHVs and other duty-bearers on women-centered, safe, inclusive care and counselling, including SGBV response, STI prevention and treatment involving a) Train HC staff & Private providers in MOH Migrant Health Policy and Guidelines; b) Train HC staff & Private providers in Adolescent Friendly SRHR; and c) Train HC staff & Private Providers in SRHR Counseling Skills, (4 days training). Support Local stakeholders in creation / strengthening of adolescent-friendly, in-community, safe confidential and inclusive Help-centers addressing SGBV, SRHR and teenage pregnancies involving a) Train Commune Women’s and Children’s Council members by PHD/WA in Organizing Counseling services (4 days training). Support CHVs and TBAs supported on conducting inclusive, respectful SRHR and SGBV outreach and dignity services for adolescent girls and women with special needs or in remote settings involving a) Train VHSG in SRHR by PHD/OD/HC (3 days at HC/CC) and b) Conduct Midwifery Network Meetings in Remote Areas (MW/TBA/CWCC) (8 meetings). Conducted training on inclusive (maternal and child) nutrition counselling, tailored to adolescent girls, young mothers and mothers with special needs, also utilizing Peer Learning Platform (PLP) conducted for health care providers and educators involving a) Train HC MWs in Nutrition Counseling (LTP/MMM) (4 days training). 

Cross-Cutting Tasks: Conduct the district campaigns on international midwife day, world no tobacco day, world breastfeeding week, and Participate in village campaigns such as shopping booth, night show, traditional events and other

Qualifications & Experience:

Gender Officer: 

  • Minimum 3 years of work experience in community development and or project management with significant focuses on gender equality, women’s empowerment and advocacy related to sexual reproductive health rights, gender-based violence, nutrition and WASH;
  • Minimum a BA degree in gender and development, development studies, sociology, social work, rural development or related Arts and Social Science fields;
  • Willing to travel to project sites, often in rural areas.
  • Good command of English proficiency level;
  • Good command of Internet applications (Internet, emails, Word, spreadsheet, PowerPoint etc.)

 

Midwife Officer: 

  • At least two years’ experience in rural health settings and community facilitation as Midwifery Officer
  • Clinical experience in health centers and community outreach. Experience of working with adolescents.
  • Knowledge about Sexual and Reproductive Health and Rights (SRHR) and Sexual and Gender Based Violence (SGBV). Experience of providing SRHR/SGBV services will be an advantage. Knowledge about the elements of early childhood development.
  • Midwife registered with the Cambodian Midwives Council or meeting the criteria for registration.
  • Able to ride a motorbike to rural health centers and health posts on bad roads and stay overnight in villages.
  • Computer skills in Word and Excel.
  • English language skills (spoken and written) will be an advantage.
